USDC Becomes EU's First Significant E-Money Token Under MiCA

TL;DR

  • The EBA named USDC the first significant e-money token among 45 tokens notified under MiCA in the EU.
  • On November 12, the EBA takes over capital, reserves, liquidity and recovery-plan supervision; France's ACPR retains other duties.
  • The classification adds oversight obligations. Circle's white paper still excludes deposit insurance and makes redemption subject to compliance checks.

BRUSSELS, October 15, 2026

The European Banking Authority has classified Circle’s USDC as the EU’s first significant e-money token, setting November 12 for shared European and French supervision as regulators tighten oversight of stablecoin reserves and liquidity.

The October 14 announcement places the dollar stablecoin in a more demanding category under the Markets in Crypto-Assets Regulation, or MiCA. It concerns USDC issued by Circle Internet Financial Europe SAS, rather than the launch of a new token.

The decision arrives against a weaker crypto market. ChartExchange’s composite history showed Bitcoin closing October 14 at $81,566.29, down 1.848%, after trading between $81,000 and $84,209. Those completed-session figures provide context and do not establish a price response to the regulatory decision.

According to the EBA, USDC is the first of 45 e-money tokens notified under MiCA in the EU to receive significant status. The regulator said the classification followed its assessment of the regulation’s criteria.

The action follows Circle’s October 1 push to preserve global USDC issuance under MiCA. That earlier intervention sought policy changes; this week’s decision applies the existing supervisory framework to a specific stablecoin.

USDC supervision splits on November 12

The EBA will take over supervision of own funds, reserves, liquidity requirements, and recovery and redemption plans. These areas determine the issuer’s financial buffers, backing arrangements and preparations for stress.

France’s Autorité de Contrôle Prudentiel et de Résolution, or ACPR, keeps responsibility for governance, qualifying holdings, management suitability, outsourcing and conflicts of interest. The result is a division of responsibilities across two authorities.

For payment companies and exchanges using USDC, that distinction identifies which supervisor oversees financial resilience and which handles organizational controls. It does not by itself establish a new listing decision or change any platform’s customer terms.

The classification procedure in MiCA Article 56 requires at least three significance criteria to be met. When several issuers issue the same token, the assessment aggregates their data, rather than treating each issuer’s circulation as an entirely separate market.

The criteria referenced in Article 43 include more than 10 million holders, token value or reserves above EUR 5 billion, and measures of daily transaction activity. Other tests concern international reach, financial interconnectedness and the issuer’s wider activities.

These are alternative components of an assessment, not a statement that every threshold must be crossed. The press release does not publish USDC’s individual test results or identify the precise combination supporting its decision.

That limits what can be inferred from the label alone. The designation confirms the regulatory outcome, while the underlying holder counts, transaction measurements and reserve assessment cannot be reconstructed from the announcement. It should not be read as a newly published estimate of European USDC demand.

Article 56 also provides for annual reassessment. Significant status is therefore a continuing supervisory classification, rather than a one-time endorsement of a stablecoin’s market price or future performance.

MiCA adds reserve and audit obligations

Article 58 brings significant e-money-token issuers under additional reserve, custody, investment, liquidity-management and capital requirements through references to other MiCA provisions. It also mandates an independent reserve audit every six months from the classification decision.

That audit timetable is tied to classification, while November 12 is the announced supervisory handover. The two dates describe different parts of the process and should not be treated as interchangeable deadlines.

Reserve composition is already contested. In its October 1 consultation response, Circle described the bank-deposit minimum as 30% for ordinary e-money-token issuers, rising to 60% for significant tokens, and argued for replacing it with a more flexible liquidity requirement.

The company said compulsory bank exposure can introduce credit and counterparty risks. Its proposal remains a policy position. A consultation submission does not repeal the obligations that apply under the present framework.

The separate ECB debate over MiCA’s 60% deposit rule explains the competing concerns: ready access to funds for redemptions and the risk of concentrating stablecoin reserves in commercial banks.

The EBA notice does not disclose the size of Circle’s required EU reserve adjustment, a bank allocation schedule or compliance costs. Applying the percentage to USDC’s entire global supply would imply a reserve transfer that the announcement does not establish.

The practical distinction is between the token circulating across markets and the obligations attached to its regulated issuers. An unchanged token name can coexist with different supervisory responsibilities across jurisdictions. The handover identifies the authority responsible for the EU issuer’s financial safeguards without publishing a new consolidated global reserve portfolio.

Cross-border coordination is another part of the handover. The EBA said it signed an information-sharing memorandum with New York’s Department of Financial Services to support supervision of stablecoin activities spanning jurisdictions.

USDC holder rights remain separate

Circle’s MiCA white paper states that eligible holders in the European Economic Area have a claim against the French issuer and can request redemption at par, subject to anti-money-laundering requirements. Those checks include identity, sanctions, transaction and bank-account verification.

The same document explicitly excludes EU deposit guarantee and investor compensation coverage. Significant status strengthens the issuer’s supervisory obligations without turning a wallet balance into an insured bank deposit.

It also does not give holders an entitlement to returns earned on the reserves. A stablecoin’s redemption claim, an exchange’s yield product and an ordinary bank account remain different arrangements with different terms.

Europe’s stablecoin expansion includes Qivalis’s newly announced Dutch license for its 37-bank consortium. That concerns authorization for a prospective euro stablecoin; USDC’s designation addresses the oversight of an existing dollar token.

The EBA release contains no instruction to migrate wallets, swap tokens or change networks before November 12. Service providers’ own announcements would be needed to establish any operational changes for their customers.

Circle’s white paper also distinguishes EEA holders from holders outside that area, who are directed to the US issuer’s applicable terms. The European classification therefore cannot be used by itself to infer identical redemption access for every holder worldwide.

Alternative.me showed a neutral reading of 53, compared with 62 the previous day, when checked at 09:05 UTC. The index measures broad crypto sentiment, rather than USDC credit quality.

The next confirmed milestone is the November 12 supervisory transfer. The detailed reserve adjustments and their costs remain undisclosed; subsequent EBA, ACPR and Circle publications will establish how the new responsibilities translate into the issuer’s operations.

Frequently Asked Questions

What does USDC's significant status under MiCA mean?

It is a regulatory classification that brings additional issuer obligations and shared EBA and national supervision. USDC is the first of the EU's 45 notified e-money tokens to receive the designation, according to the EBA's October 14 announcement.

When does EBA supervision of USDC begin?

November 12, 2026. The EBA will supervise own funds, reserves, liquidity, and recovery and redemption plans. France's ACPR retains areas including governance, outsourcing, ownership and conflicts of interest.

Does the designation give USDC deposit insurance?

No. Circle's MiCA white paper explicitly states that USDC is not covered by EU deposit guarantee or investor compensation schemes.

Does MiCA's 60% deposit rule apply to all global USDC reserves?

The significant-token framework has a higher bank-deposit floor than the ordinary e-money-token framework. The announcement does not quantify Circle's EU reserve adjustment or establish that 60% of all global USDC backing must move into EU banks.

Must USDC holders swap tokens before November 12?

The EBA announcement specifies a supervisory transfer and does not instruct holders to migrate wallets, swap tokens or change blockchain networks. Circle's existing redemption terms and compliance requirements remain relevant.
