AMSTERDAM, October 15, 2026
Qivalis won Dutch electronic money institution authorization for its planned euro stablecoin, the company said October 14, clearing a key regulatory hurdle for a 37-bank consortium as European lenders expand into blockchain settlement.
The Amsterdam company said De Nederlandsche Bank, or DNB, will supervise it as an authorized issuer of electronic money tokens. Issuance is planned in the coming months, subject to MiCA requirements and publication of a white paper; the announcement did not set an exact launch date.
Bitcoin traded at $81,388.25 at 23:30 UTC on October 14, down 2.090% in ChartExchange’s composite quote. Its last completed daily close shown in the checked table was $83,101.99 for October 13. Those figures describe the broader market, not a measurable reaction to Qivalis’s license.
In its authorization announcement, chief executive Jan-Oliver Sell framed the milestone as progress toward a euro settlement asset issued under European law and regulatory supervision. The statement describes permission and preparation, rather than completed public issuance.
Qivalis’s bank backing predates the license. Its May expansion brought membership to 37, while the new authorization changes the company’s regulatory position. The distinction parallels the operating milestones still ahead for the separate 21-firm stablecoin venture involving Goldman Sachs and Bank of America.
An authorized issuer gives prospective partners a clearer regulatory foundation. Actual adoption will depend on distribution, redemption arrangements and usable liquidity once tokens enter circulation.

Qivalis’s 37 banks will distribute through partners
Qivalis plans to distribute its token through eligible counterparties including banks, exchanges, payment providers and market-infrastructure participants. That approach puts intermediaries between the issuer and many eventual users, rather than promising immediate direct access to every retail customer.
Membership therefore does not establish that all 37 banks will offer the same product on the same day. The release did not provide bank-by-bank access terms, supported exchanges or a schedule for customer onboarding.
The company’s May 20 consortium announcement named 25 new members joining 12 existing participants. The group spans 15 countries and includes ING, BNP Paribas, BBVA and UniCredit, alongside newcomers such as Nordea, Intesa Sanpaolo and Rabobank.
That footprint could support distribution across different banking markets. It is not a count of live integrations, token holders or completed blockchain transactions, and should not be presented as one.
The May statement identified corporate treasury transfers, tokenized-asset settlement, exporter payments and programmable payments as intended uses. Those are proposed applications, rather than evidence of current production volume.
In settlement, the useful feature is transferring the payment asset alongside a digital security or other claim. A system designed to exchange both together can reduce the time one party waits after delivering its side of the trade, although the legal and operating arrangements still need to work.
Qivalis already appeared in Project Pangea’s euro and Korean won settlement initiative. The license addresses the issuer’s regulatory standing; it does not independently establish that Pangea has launched commercial settlement or that participating banks are processing customer trades.
MiCA white-paper duties remain after the Dutch license
Under MiCA’s e-money-token rules, issuer authorization and token disclosure are separate requirements. The white paper must explain the token, holder rights, underlying technology and risks before an applicable public offer or admission to trading.
The Netherlands’ AFM guidance further distinguishes notification from approval. E-money-token white papers are notified to the competent authorities, rather than receiving an official endorsement of their contents.
Dutch supervision is also divided: DNB handles the principal e-money-token regime, while the AFM oversees the relevant white papers and marketing communications. Describing the authorization as approval of every future token feature would blur that division.
A white paper gives prospective holders a place to check which entity owes them redemption, what technology carries the token and which risks remain. Those details are particularly relevant when a brand has many bank shareholders but one legal issuer.
Reserve management is another part of the framework. Article 54 requires at least 30% of received funds to sit in separate bank accounts; the remainder must meet rules for secure, low-risk, highly liquid instruments denominated in the token’s reference currency. That sets a legal baseline, rather than identifying Qivalis’s eventual reserve holdings.
MiCA provides for issuance against funds at face value and redemption at face value, without a redemption fee. It also requires warnings that e-money tokens fall outside EU deposit-guarantee and investor-compensation schemes.
The shareholder list does not turn a token balance into a deposit at each member bank. Daily Crypto Briefs examined a related distinction between safeguarding and insured deposits in Kraken parent Payward’s planned Saldo Bank acquisition.
MiCA also prohibits interest linked to holding an e-money token. The license consequently does not establish a yield product or a right to income from the issuer’s reserve investments.
Euro stablecoin launch still lacks a firm date
At the reporting cutoff, Qivalis’s website disclosure said the company did not currently issue electronic money or provide payment services to the public. That is the clearest boundary between this licensing milestone and a token customers can already use.
Its operating description says member banks can build client services on the infrastructure, while regulated exchanges and liquidity providers could extend its reach. The model leaves practical access dependent on partner offerings and eligibility.
The company also lists an independent management team and a supervisory board chaired by former NatWest chairman Sir Howard Davies. Governance can establish responsibility for an issuer, but it cannot substitute for published operating terms or evidence that payments are being settled successfully.
The next disclosures should make the arrangement testable: a published white paper, confirmed network and official token identifiers, named distribution channels, and clear redemption procedures. The licensing announcement did not supply those operating details or an initial circulation figure.
Other euro-token issuers illustrate the difference. Quantoz’s disclosure library already separates token white papers from service terms and directs users to network identifiers and reserve information. That is a comparison of published documentation, not a claim that Qivalis must copy its products or architecture.
Broader crypto sentiment remained in the Greed range: Alternative.me showed 62, compared with 57 the previous day, when checked at 23:59 UTC. The index measures Bitcoin sentiment and does not measure demand for a future euro token.

Frequently Asked Questions
What license did Qivalis receive?
Qivalis said De Nederlandsche Bank authorized it as an electronic money institution on October 14, 2026. It is a key regulatory condition for issuing euro-denominated e-money tokens under MiCA.
Can I buy the Qivalis euro stablecoin now?
Qivalis said it does not currently issue electronic money or provide payment services to the public. Issuance is planned in the coming months through eligible partners; no exact launch date was announced.
Which banks back Qivalis?
The consortium has 37 banks across 15 countries. Its members include ING, BNP Paribas, BBVA, UniCredit, Nordea, Intesa Sanpaolo and Rabobank.
Does a Qivalis token receive bank deposit insurance?
An e-money token is not an insured bank deposit. MiCA requires disclosures warning that such tokens are outside EU deposit-guarantee and investor-compensation schemes. Bank shareholders do not change that classification.
Does the license mean DNB approved the token white paper?
No. The Dutch AFM explains that e-money-token white papers are notified, rather than approved by the competent authority. Issuer authorization and token disclosure are separate steps.
