World Liberty Wins Conditional OCC Charter to Issue USD1

WASHINGTON, Aug. 15, 2026

The Office of the Comptroller of the Currency gave preliminary conditional approval to World Liberty Trust Company on Aug. 14, clearing a path for the Trump-linked venture to issue and redeem USD1 for institutional clients if it completes preopening requirements, in a new federal milestone for the roughly $4 billion stablecoin.

The decision authorizes a proposed national trust bank in Bay Harbor Islands, Florida, rather than an operating bank today. The OCC said final approval to commence business will come only after its conditions are met, and it retained the right to modify, suspend or rescind the preliminary approval before then.

The result is a material change from Daily Crypto Briefs’ June report on World Liberty’s pending application. At that time, the filing described a proposed issuer; the OCC has now published a 19-page decision granting preliminary conditional approval, while keeping the launch conditional.

The OCC decision says the proposed bank would handle dollar-backed stablecoin issuance and redemption, reserve maintenance, fiduciary digital-asset custody and certain conversions for custody customers. It also says the bank plans to issue USD1 nationwide to institutional clients and assume that role from BitGo Bank & Trust, the current exclusive issuer and custodian.

USD1 was near $0.9993 with a reported $3.998 billion market capitalization and about $734.4 million in 24-hour volume on CoinGecko’s market page when reviewed. Those market figures are a snapshot, not a measure of deposits, redemptions or the status of the proposed bank.

OCC Approval Is Conditional, Not a Bank Launch

The distinction is central. The letter describes its action as “preliminary conditional approval” and says World Liberty Trust Company cannot begin business until it satisfies all preopening requirements and receives final approval under federal law.

The agency imposed several operating conditions. The bank must stay limited to trust-company activities in its business plan, give 60 days’ written notice before material business-plan changes, and obtain a written OCC no-objection before such changes during its first three years of operation.

It must also maintain at least $20 million of tier 1 capital. The greater of 50% of that capital or $10 million must be held in eligible liquid assets, the letter says. Those are conditions of the approval, not proof that the bank has opened or that the funds have been deployed.

The letter says World Liberty Trust does not plan to become a federally insured depository institution, seek a Federal Reserve master account or meet the Bank Holding Company Act definition of a bank.

USD1 Issuance Would Move From BitGo If Finalized

World Liberty’s own USD1 FAQ still describes BitGo as the issuer, reserve holder and processor of initial purchases and redemptions. The OCC decision makes the proposed succession path explicit, but it does not say a transfer has already occurred.

The decision says the future bank intends to acquire and assume USD1 reserve assets and associated liabilities from BitGo after establishment. It also requires the bank to conform, cease or divest stablecoin activities if the OCC determines they do not comply with the GENIUS Act or future implementing rules.

The planned USD1 transition also sits within a broader race for federal trust-bank charters. As Daily Crypto Briefs covered in its report on Circle’s conditional OCC approval, a conditional charter is an important regulatory step but not itself a completed operating launch.

Political Objections Appear in the OCC Record

The application drew seven comments from four commenters. Several raised possible conflicts involving President Donald Trump and his family, the Witkoffs and United Arab Emirati investors connected to World Liberty Financial. The OCC said career staff reviewed the application under its established procedures and that World Liberty Financial and those investors were outside this charter application’s scope because neither would be a party to the proposed bank. Earlier reporting on the Abu Dhabi-linked World Liberty transaction shows why ownership and foreign-capital questions have followed the project.

For markets, the practical issue is not a new retail product today. The OCC has conditionally approved a proposed institutional USD1 issuer with stated capital, liquidity, custody and compliance requirements. Whether it reaches final approval and completes the planned BitGo handoff will determine whether that framework becomes operational.

The Crypto Fear & Greed Index read 34, or Fear, on Aug. 15. Kraken’s Bitcoin market page showed BTC near $63,351 when checked. Neither reading establishes that the OCC decision caused the market move.

The next documentary checkpoint is the OCC’s final authorization to commence business. Until then, the confirmed development is significant but limited: World Liberty has preliminary conditional approval for a national trust bank, not a live federally insured bank or a completed USD1 issuer transition.
