SINGAPORE, October 24, 2026
Malaysia and Thailand’s central banks have joined Singapore’s BLOOM initiative, expanding the digital-money settlement effort to three monetary authorities as banks and payment firms explore cross-border stablecoin use.
Bank Negara Malaysia and the Bank of Thailand entered as policymaker members, the Monetary Authority of Singapore said on October 23. The announcement concerns coordination on settlement arrangements, with no new regional stablecoin or retail payment service announced.
Bitcoin closed October 23 at $81,078.04, down 0.282%, after a $80,401.34 to $82,102 trading range, according to ChartExchange’s historical prices. These figures describe the broader market, rather than an identified response to BLOOM.
BLOOM expands cross-border settlement coordination
The MAS announcement identifies acceptance and settlement, interoperability, and programmable controls as the work areas. The last includes identity checks, sanctions screening and transaction controls.
MAS said common implementation and commercial arrangements could reduce the need for separate agreements with every counterparty or market. That is a stated objective, with no quantified savings supplied in the release.
Participants include Ripple, Visa, Mastercard and the World Bank Group. Membership spans competing providers, so inclusion does not establish an exclusive technology choice or contract award.
The practical distinction is between transferring an asset and completing a payment. An exporter needs to know which institution owes the money, when the obligation is discharged and how proceeds become usable in its home market. A blockchain confirmation alone cannot answer all three questions.

Ripple’s RLUSD trade pilot predates the expansion
Ripple announced its BLOOM participation on March 25, describing a pilot with supply-chain technology firm Unloq. Its design combines the SC+ trade-finance platform, the XRP Ledger and Ripple’s dollar stablecoin RLUSD.
The proposed workflow releases payments when specified commercial conditions, such as shipment verification, are met. Unloq brings together trade obligations, settlement conditions and financing processes. Ripple presented better risk transparency and access to financing for smaller companies as intended benefits.
Those were company descriptions of a pilot. The March statement does not establish October transaction volumes, completed commercial deployments or a bank-by-bank rollout. Nor does using RLUSD as the payment asset establish a new commitment to buy XRP.
The distinction also applies to other deposit-token projects. Daily Crypto Briefs previously covered HSBC and Ant’s completed UAE pilot, where the reported milestone was a particular test. A completed test, a membership announcement and general service availability represent different stages of progress.
BLOOM itself launched on October 16, 2025. MAS framed it around tokenized bank liabilities and well-regulated stablecoins, building on Project Orchid, which began in 2021 and had conducted more than 10 trials.
The original scope included G10 and Asian currencies, corporate treasury, trade finance and agentic payments. Early work addressed distribution and clearing, automated compliance checks and transactions initiated by AI agents within defined limits.
That history makes this week’s development an expansion of policy participation around existing experimentation. It provides no basis for treating the entire programme as a single newly launched payment network.
Stablecoin permissions remain a separate hurdle
Singapore’s September 1 legislative consultation illustrates the domestic policy questions that sit alongside technical trials. MAS proposed amendments to implement its single-currency stablecoin framework, including conditions for multi-jurisdiction issuance and recognition of a limited number of foreign-issued stablecoins.
The proposals also covered interest restrictions, stress testing, recovery and orderly wind-down plans, and protection for customer money received before issuance. The comment deadline was October 16. That consultation describes proposed requirements, rather than evidence that every participating token already qualifies.
A company’s participation in settlement research therefore cannot substitute for checking the actual issuer, reserve claim and redemption rights attached to a product. Deposits and stablecoins can share digital infrastructure while exposing holders to different institutions and contractual terms.
The same separation is relevant to StraitsX’s planned Monad deployment. Adding a network can widen technical distribution; customer eligibility and local permissions still require their own evidence.
A useful test of future BLOOM results will be whether a named sender can pay a named recipient under disclosed terms, with measurable fees and a clear route to usable funds. Settlement speed should be assessed across that complete journey, including compliance checks and redemption, rather than only the time between ledger entries.
Fear & Greed Index
Oct. 24, 2026Alternative.me’s market sentiment index stood at 51, or neutral, when checked October 24. It measures broader crypto sentiment and does not measure adoption of institutional settlement systems.
The next concrete milestones are implementation frameworks and results from named trials. The October release supplies no three-country service timetable, fees or transaction totals, leaving the commercial scale and availability unresolved.
