TOKYO, Oct. 27, 2026

BlackRock, SBI Holdings and Startale signed an agreement October 27 to explore connecting tokenized money market funds with JPYSC, a stablecoin designed to equal ¥1, extending institutional efforts to bring yen settlement onto blockchains.

The memorandum involves BlackRock Financial Management and BlackRock Japan. It establishes exploratory work, with no named fund, committed investment amount or commercial launch date disclosed in the announcement.

Ether closed October 26 at $2,320.34, down 0.275%, after trading between $2,289.98 and $2,345.80, according to ChartExchange’s completed UTC session. Ethereum is relevant because JPYSC’s launch documentation identifies it as the initial network; the price data do not establish a reaction to today’s agreement.

In Startale’s announcement, BlackRock Japan President Yukiko Hashimoto said the companies aim to examine JPYSC and tokenized funds using BlackRock’s investment expertise and its partners’ Japanese financial and blockchain infrastructure.

BlackRock’s JPYSC pact leaves fund selection open

The partners outlined three workstreams: technical connectivity, business and distribution opportunities, and regulatory considerations. They intend to engage financial institutions and businesses in Japan and overseas, rather than announce a completed trading venue.

The distinction is operational. A fund token represents an investment interest; a stablecoin can provide the money used to buy or redeem it. Connecting those functions requires a process that matches payment with delivery and determines what happens when either side cannot complete its obligation.

The release does not identify BUIDL, a fund currency, a settlement blockchain or customer eligibility. It therefore does not establish that existing BlackRock fund holders can switch into yen, or that Japanese retail customers can subscribe today.

SBI has explored a similar settlement role in its earlier Japanese-equities agreement with Ondo. That involved a different asset class. Today’s memorandum brings BlackRock entities into a money-market-fund initiative without confirming that the earlier equity project has launched.

JPYSC access still stops at SBI VC Trade accounts

The June 24 launch notice introduced JPYSC through SBI VC Trade accounts, with SBI Shinsei Trust Bank as issuer and Startale as technology partner. External wallet transfers were unavailable at launch, pending legal, tax and supervisory arrangements for public-chain circulation.

That restriction remains on SBI VC Trade’s current product page, checked October 27. The distributor says JPYSC cannot currently be deposited or withdrawn, even though the product is designed for future blockchain payments and transfers.

Its account trading rate is fixed at one yen per JPYSC. The same page sets a ¥100 million limit per purchase or sale and warns that trading may be restricted if deposited quantities exceed the firm’s selling capacity.

This is separate from the stablecoin’s legal structure. Startale’s trust-type explainer says JPYSC is backed by segregated trust assets and does not carry the ¥1 million restriction associated with funds-transfer-type stablecoins. That does not remove a distributor’s own transaction limits or open external transfers.

Japan’s Financial Services Agency introduced its stablecoin framework in June 2023, requiring relevant intermediaries to register. A regulated issuer and distributor provide a legal starting point, but the existence of that framework does not itself approve every proposed fund connection.

Yen settlement requires separate fund and currency terms

Money market funds invest in liquid short-term debt, cash and cash equivalents, and their dividends generally follow short-term interest rates, according to the SEC staff’s investor bulletin. Fund fees and investment risks remain relevant even when the ownership record moves onto a blockchain.

A stablecoin’s one-yen target answers a different question from a fund’s return. Using JPYSC to settle a purchase would not automatically give a stablecoin holder the fund’s income. That would require acquiring the investment under its own subscription and ownership terms.

The comparison with Aviva’s newly launched sterling fund share class is instructive: that announcement specified a product and sponsor investment. An exploratory memorandum is an earlier milestone, and its significance depends on the operating terms that follow.

Currency denomination is another unresolved issue. If a future product holds assets in a different currency from the yen used for settlement, conversion costs and exchange-rate exposure would need separate treatment. A yen payment token alone would not establish a currency hedge.

Alternative.me’s Bitcoin-focused sentiment index read 48, or Neutral, on October 27, versus 50 a day earlier. It describes broader crypto sentiment rather than demand for JPYSC or tokenized funds.

The next substantive developments would be a named fund, eligible investors, transfer permissions and a live subscription or redemption process. Until those are disclosed, the agreement provides a plan to examine yen settlement rather than an immediately usable investment route.
