Zcash developers proposed moving 50,000 ZEC, worth about $63.5 million at Friday’s close, from the Zcash Community Grants treasury toward future miner rewards while ending the program’s automatic funding stream, escalating a dispute over development spending.
The draft from Sean Bowe of Tachyon Group and Shielded Labs’ Zooko Wilcox and Jason McGee would preserve the grants program’s ability to operate from remaining assets. Its two funding changes remain proposals, rather than an approved transfer or an active network rule.
ZEC closed October 30 at $1,270.07, up 4.120%, after trading between $1,176.50 and $1,287.72, according to ChartExchange’s UTC-session history. The donation’s dollar equivalent uses that completed close; the draft specifies a coin amount, and the price move does not establish a response to the announcement.
In his October 30 forum announcement, Wilcox described the initiative as a compromise that would reduce the treasury, stop new funding and preserve operational capacity. He urged authors of competing plans to support it.

ZECZcash’s 50,000-ZEC donation has a conditional deadline
The draft specification would require ZCG to direct the Financial Privacy Foundation, which holds the administered funds, to send 50,000 ZEC to an unspendable address within 30 days of community acceptance. Transaction identifiers would have to be published after confirmation.
That starts a different clock from the protocol change. The donation could occur before a network upgrade, but the proposed consensus rules would credit the address’s balance to the Network Sustainability Mechanism, or NSM, at activation. The draft requires that activation to follow NU7.
The amount represents about 55% of the 91,452.98 ZEC treasury balance cited in the document. It would leave 41,452.98 ZEC, alongside reported dollar holdings. Those are the proposal’s dashboard inputs, accessed October 26, rather than independently reconciled October 31 balances; its footnote says the worksheet needed updates.
This qualification is consequential when comparing headline dollar totals. The draft’s own $1,300-per-ZEC scenario values the donation at $65 million. Friday’s completed market close produces approximately $63.5 million. Neither figure changes the 50,000-ZEC obligation being proposed.
Zcash’s separate NU7 activation plan concerns an already specified upgrade. This funding draft cannot be treated as another feature automatically included in that rollout.
ZCG’s 8% stream would enter a separate lockbox
The second change would divert ZCG’s 8% share of the block subsidy into a new Future Dev and Legal Defense Fund Lockbox for the rest of the stream’s term. The open pull request describes that destination separately from the NSM donation.
Under the draft, nobody could spend the new lockbox balance until another Zcash Improvement Proposal defined a disbursement mechanism. The existing 12% Coinholder-Controlled Fund stream and Deferred Dev Fund Lockbox would remain unchanged.
The distinction separates two policy choices. One sets aside future money for potential development and legal expenses. The other contributes existing treasury coins toward future network rewards. Combining them into a single claim that all grants funding goes immediately to miners would misstate the proposal.
ZIP 237’s NSM design describes how value removed from circulation can return through future block subsidies while retaining the halving structure and supply ceiling. It is a reserve mechanism, rather than a direct payout of the entire donation to today’s miners.
The draft’s accounting also distinguishes the pots: development-lockbox funds remain in issued supply, while the donation would move into the NSM balance under the new rules. Neither the proposed reserve nor its dollar valuation establishes an immediate reduction in exchange supply.
Zcash funding alternatives still need a community decision
The joint plan follows ZCG’s October 29 taper offer. That preliminary approach proposed a roughly 36,200-ZEC treasury contribution plus forgone future allocations, totaling about 98,000 ZEC redirected over time. It also envisaged gradually shrinking grants funding through the 2032 halving.
Those figures are alternatives, not amounts to add to the new 50,000-ZEC proposal. On October 30, the author of a separate Dev Fund Soft Landing draft withdrew it in favor of the joint approach, providing one sign of consolidation without establishing community approval.
The debate concerns who allocates future resources and how much operational runway grantmakers retain. Zcash’s earlier developer governance dispute offers context for the institutional tensions, but does not decide this funding question.
Broader sentiment remained cautious: Alternative.me’s Bitcoin-focused Fear & Greed Index read 30, or Fear, when checked October 31, unchanged from the previous day. It does not measure Zcash voters’ preferences.

Checked Oct. 31, 2026 UTCAs of October 31, the joint document remained an unassigned draft with no reference implementation listed. The next milestones are community acceptance, any published donation transactions, and a deployment proposal setting activation. Until those steps occur, its funding cuts and reserve contribution remain conditional.

Frequently Asked Questions
Has Zcash transferred 50,000 ZEC from its grants treasury?
The sources reviewed describe a draft requirement, not a completed transfer. The proposed deadline is 30 days after community acceptance.
How much is the proposed Zcash treasury donation worth?
At ChartExchange's October 30 close of $1,270.07 per ZEC, 50,000 ZEC is about $63.5 million. The proposal fixes the coin amount, not its dollar value.
Would Zcash Community Grants stop operating?
The draft ends its automatic 8% funding stream after activation but preserves grantmaking using its remaining treasury. It does not abolish the program.
Does ZCG's 8% funding stream go to miners under this draft?
No. That future stream would enter a separate development and legal defense lockbox. The 50,000-ZEC treasury donation would feed the Network Sustainability Mechanism for future block rewards.
